Zambia : Free Internet Access for All Citizens

With a population exceeding 20 million, Zambia grapples with internet connectivity challenges, particularly in its rural expanses where infrastructure falls short. According to DataReportal's Digital 2023, the country boasts a 21.2% internet penetration rate, equating to a user base of 4.3 million individuals.


In a forward-thinking move, Mutati conveyed that these established centers won't merely serve as gateways to the internet but will also function as educational nuclei for digital literacy and skill-building programs. 

These initiatives span from nurturing digital entrepreneurship to fostering innovation, thereby creating avenues for job opportunities and empowerment.
The hub's offerings aren't confined to internet access; they also extend to a spectrum of electronic government services, ranging from trading licenses to cooperative registration, road taxes, and social cash transfers. Mutati underscores the government's commitment to inclusivity, ensuring that the digital transformation benefits every citizen. He emphasizes the pivotal role of imparting digital skills alongside providing internet access.


On December 18, 2023, the Minister made a significant announcement, unveiling the successful expansion of fiber connectivity to seven neighboring countries through tax incentives and concessions. This collaborative venture between the government and the private sector aims to bolster digital infrastructure.


The recipients of this initiative encompass the Democratic Republic of Congo, the United Republic of Tanzania, Malawi, Botswana, Namibia, and Angola, with Mozambique being the lone exception. However, the government affirms ongoing efforts to integrate Mozambique into the fiber network, projecting completion by June 2024.
